Wednesday, March 3, 2021, 12 Noon ET — “Future-proof Design, Right Product and On-time Execution: 3 Essential Steps for Every Rural Digital Opportunity Fund Winner”

  • To get started on building next-generation broadband networks no matter the technology, network-builders must take three essential steps. First, they need a GIS-based network design. Second, they need access to the right materials, equipment and skilled resources, some of which are currently many months delayed. Third, they need the ability to execute upon a fiber-to-the-endpoint construction plan. In this session, companies working on Rural Digital Opportunity Fund projects will speak about their plans for both fiber and wireless network delivery.

Donny Smith is the founder of The Fibersmith Company, a design and engineering company specializing in Fiber to the Premise (FTTP). He is a 20 year veteran in the FTTH arena working in design and construction of APON, BPON, GPON and lately various 10GPON networks.  He and his firm specialize in rural fiber network design and implementation.

Sandeep Dhingra serves as Chief Technology Officer of Network Services at STL, Sterlite Technologies Limited. Based in California, he has more than 25 years of experience in network planning, design, execution and management of large-scale telecom and enterprise networks. Before STL, Sandeep held global leadership positions in Cisco Systems, Huawei, IBM, Time Inc., and AT&T. He has multiple U.S. patents to his name for innovations in network health, architecture and analytics.

Brian Regan currently serves as the Vice President for Legal, Policy, and Strategy at Starry, Inc., where he develops and executes Starry’s spectrum strategy in the U.S. and abroad, leads Starry’s policy development and provides strategic regulatory guidance to Starry’s leadership team. He is a seasoned communications and technology attorney with more than 10 years of experience working within government and the private sector. Brian has held several senior positions in the Federal Communications Commission’s Wireless Bureau, including Associate Bureau Chief, and Chief of Staff and Senior Legal and Policy Advisor.
